    \uf0b7 Manage the allocation of councillors to portfolio and other statutory committees and
    bodies
    \uf0b7 Coordinate the scheduling and compilation of the legislative agenda with the
    Speaker and Executive Mayor
    \uf0b7 Act as link between the Executive Mayor and the party and\/or legislature
    \uf0b7 Manage the Whippery
    \uf0b7 Protect the party line during debates
    \uf0b7 Protect party members during debates and ensure fair treatment
    \uf0b7 Generally assist (the Speaker) to maintain order and decorum within the legislature
    \uf0b7 Negotiate voting positions between various parties
    \uf0b7 Ensure councillor performance within Council
    \uf0b7 Manage the use of office and meeting space by councillors and political parties
    \uf0b7 Grant leave of absence to councillors from meetings of Council and committees
    \uf0b7 Determine the developmental needs of councillors in consultation with party whips
    and develop a training programme for councillors
    \uf0b7 Provide administrative support to councillors
    \uf0b7 Provide strategic research support to councillors
    \uf0b7 Facilitate and manage councillor wellness support programmes <br><\/p>

    The Chief Whip is a political leader whose task is to enforce the whipping system,
    which aims to ensure that legislators who are members of a political party attend and
    vote on legislation as the party leadership prescribes.
    A whip is an official of a political party whose task is to ensure party discipline in a
    legislature. This means ensuring that members of the party vote according to the
    party platform, rather than according to their own individual ideology or the will of
    their donors or constituents. Whips are the party&#39;s &quot;enforcers&quot;.
    The Chief Whip of the Majority Party oversees the whipping system of the majority
    party and ensures that Members of Parliament belonging to the majority party attend
    plenary sessions and vote on legislation in the National Assembly.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

    \n\t\t\t\t\t\t\t\t\t\t\t\t\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/i><\/span>\n\t\t\t\t\t\t\t\t<\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\tThe\u00a0Chief Whip\u00a0is<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t
    Whip\u00a0is responsible for administering the whipping system that ensures\nthat members of the party attend and vote in the council as the party leadership\ndesires. The Office of the Chief Whip was established to create synergy and to\nmaintain discipline among Councillors from various Political Parties.\nThe Role of the Chief Whip of Council covers both the political and administrative\ndomains of Council with emphasis on the political aspect.\nThe Chief Whip has to ensure that relationship between political parties is\nconstructive and focused on key issues that aimed at improving service delivery and\nthe lives of the residents in Inxuba Yethemba Municipality.\nThe Chief Whip further acts as a chairperson of Caucus Political Management which\nis the Speaker, the Mayor and REC deployed in the municipality. The Chief Whip\nensures that there is equitable representation in Committees of Council.\nChief Whip\u2019s other role in the municipality is to give feedback to the ANC concerning\nhow local government is functioning in terms of the party\u2019s election manifesto. It is\nalso to make sure that the council runs smoothly as per the requirements of local\ngovernment laws. The Chief Whip also ensures that councillors attend to their duties,\nassists in deploying councillors to various committees and ensures all councillors are\naccountable.\nHe maintains discipline among councillors. The Chief Whip of Council also serves as\nthe Chief Whip of the ruling party and his responsibilities include the management of\nthe Whippery of the ANC. The role of the Whippery is to manage the study groups\nand ensure that a member of the party speaks in one voice. The chief whip also\nserves as a link between the ruling party and its councillors\nChief Whip is the strategist of the party at the council as he further coordinates the\nmunicipality\u2019s Chief Whips Forum and Chair its meetings<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t
