Hon. Executive Mayor Cllr. Noncedo Phyllis Zonke
OFFICE OVERVIEW:
The Municipal Structures Act requires the mayor to preside at meetings of the executive committee, performs the duties including any ceremonial functions, and exercises the powers delegated to him or her by the Municipal Council or the Executive Committee.
EXECUTIVE MAYOR PROFILE:
The Honourable Executive Mayor Noncedo Phyllis Zonke is originally a teacher by Profession who taught for 16 Years in Middelburg in the Eastern Cape at Inxuba Yethemba Municipality St Boniface Primary School She also served in Civic Society Structures as a Ward Committee at ward 8, Secretary of the Middelburg Hospital Board, and SGB Member of Ekuphumleni Senior Secondary School and served in South African National Civic organizations. She was later deployed by the African National Congress to be Speaker of the Council of Inxuba Yethemba Municipality and thereafter deployed to be a full time functionary of the African National Congress as a Regional Secretary for 2 terms. She was also employed in Pretoria at National Department of Social Development as Director for Youth Development and Mobilisation. Acted as Chief Director Special Programs dealing with Ex Mine Workers, Military Veterans and EPWP in the Social Sector. Employed as Director Integrated Plan and Economic Development at Inxuba Yethemba Municipality Currently, she is still serving and elected to serve in the Regional Working Committee of the ANC, and the Regional Executive Committee of the ANC Leading as Chairperson the Social Transformation Agenda of the African National Congress and holds the role of Deputy Elections Coordinator of the African National Congress in Chris Hani Region. Now the Executive Mayor of Inxuba Yethemba Municipality, serving as Deputy Chair of SALGA in the Province as well as a Council Member of University of University of Fort Hare.
BACKGROUND: Strong background in Public Administration and in aspects of strategic and leadership management, knowledge management, people management & development, public finance management, policy management and public accountability, project management, enhancing service delivery and competency assessment. High level of interpersonal interaction combined with sound problem analysis capacity. Well-developed communication, planning and organisational skills, with strong aptitude to motivate and train teams and individuals in order to transfer skills. High levels of cognitive and emotional capacity. Versatile, adaptable and energetic. Strong focus on mentoring, empowering and enabling adult learners to become self-directed and life —long learners and make an impact on their. As a community developer who possesses a variety of academic qualifications. Devoted as an agent for change, a seasoned community leader. Believes in good governance that it can only be through good governance that service delivery can be effective and Efficient.
KEY PERFORMANCE AREAS:
•Identify the needs of the municipality and review and evaluate those needs in order of priority.
•Recommend to the council strategies, programmes and services to address priority needs through the integrated development plan.
•Recommend or determine the best way to deliver those strategies.
•Identify and develop criteria in terms of which progress in the implementation of the strategies and programmes can be evaluated. Evaluate progress against the key performance indicators.
•Review the performance of the municipality.
•Monitor the management of the municipality’s administration in accordance with the directions of the municipal council.
•Oversee the provision of services to communities in the municipality in a sustainable manner.
