The Budget and Treasury Office (BTO) is the anchor office of the Municipality as it provides support to all departments of the Municipality. The primary role is dealing with the management of a municipal’s funds and ensures financial sustainability for the institution.

MISSION STATEMENT:
The Budget and Reporting Division is committed to promoting sound financial management, accountability, and transparency within the municipality. The division ensures that all budgeting and financial reporting processes are conducted in full compliance with the Municipal Finance Management Act (MFMA), Municipal Budget and Reporting Regulations, and mSCOA requirements.


KEY PERFORMANCE AREAS:

Budget Preparation and Coordination

  • Develops and consolidates the annual and adjustment budgets in accordance with the MFMA and mSCOA.
  • Aligns the budget with the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) to ensure that financial resources support municipal priorities.


Financial Reporting and Compliance

  • Prepares and submits accurate monthly, quarterly, and annual financial reports.
  • Ensures full compliance with statutory reporting requirements, including MFMA Sections 71, 72, and 52(d)


Budget Monitoring and Control

  • Monitors revenue and expenditure against the approved budget.
  • Analyses variances and recommends corrective measures to maintain fiscal discipline.


mSCOA Implementation and Reporting

  • Ensures all transactions are correctly classified according to the mSCOA (Municipal Standard Chart of Accounts)
  • Maintains data accuracy to support transparent financial management and reporting.


Audit and Performance Support

  • Provides financial information and reconciliations to support both internal and external audit processes.
  • Contributes to the assessment of financial performance and compliance during audit reviews.

OVERVIEW:
This unit deals with the inflow of income into the Municipality, be it statutory or non – statutory. It ensures correct management of cash received and that all funds received are accounted for in a correct prescribed manner. It also ensures that consumer data is accurate in order to bill correctly, thereby improving cash collections and reducing outstanding debts


KEY PERFORMANCE AREAS:

  • Valuation & calculation of rates for all properties.
  • Read electricity meters & calculate charges
  • Produce monthly service accounts to consumers.
  • Collect all consumer service payments & attend to all consumer account-related queries.
  • Enforce council’s credit-control policy.
  • Disconnect electricity and water for arrears.
  • Upgrade and extend pay points and vending.
  • Training and development of staff.

OVERVIEW:

The Supply Chain Management (SCM) office is responsible for the procuring of goods and services needed by Inxuba Yethemba Municipality to ensure service delivery to its communities of Cradock & Middelburg. Some of our objectives include: to transform outdated procurement and provisioning practices into an integrated SCM function(s), to ensure that SCM forms an integral part of the financial management system of the municipality and to make significant improvement to financial management.
