OFFICE OVERVIEW

OVERVIEW:
The Municipal Manager Mr M.W. Mbebe is the Municipal Manager is the head of administration and Accounting Officer of the Institution. The role of the Municipal Managers office is to make sure all the departments are self- sufficient by means of keeping track of all that is transpiring within the departments. The Accounting officer keeps all directors accountable to ensure that the municipality is functioning well so that there is service delivery within the Inxuba Yethemba Community.

The MM’s Office is also responsible for:

  • The establishment and maintenance of a strategic management system for the municipality as a whole to ensure the achievement of the municipality`s strategic objectives and its developmental and service delivery obligations.
  • To oversee the implementation and maintenance of the municipality’s integrated development plan (IDP) to ensure the proper execution of the IDP
  • Strategic management of the effective and efficient provision of services to the local community to ensure that services are delivered in a sustainable and equitable manner.
  • Develop and monitor policies at the strategic management level to ensure its purposefulness and efficiency.
  • Assist the municipality in the internal control systems evaluations by Coordinating internal audit assignments in accordance with the assignment plan.
  • Assist the municipality in the internal control systems evaluations by Undertaking of strategic risk analysis and management.
  • Undertake functions of good public relations, marketing of the municipality and its jurisdiction.
  • The focus of SPU is extended to development and implementation of special programmes, namely: HIV and Aids, youth development, gender, sport, elderly and the disabled people within Inxuba Yethemba Municipality.

  • Research, Develop and participate in implementation of strategic and short term plans of the Office
  • Manage and lead processes related to planning within the Office of the Municipal Manager and policy development.
  • Direct the execution of specific instructions and application of laid-down procedures with respect to research and PAIA.

  • Assistance with Ward Based Planning
  • Facilitate ward meetings for Ward Development Plans
  • Conducting meetings with communities to ascertain community needs for inclusion in IDP document
  • Liaising with finance department to ensure needs of community are included in IDP
  • Submission of an accredited IDP to council for approval
  • Publish adopted IDP draft to obtain public comment
  • Submission of an approved IDP by council to the MEC for Local Government.

OVERVIEW: 
The Internal Audit Activity (IAA) operates in terms of the Institute of Internal Auditors’ (IIA) mandatory frameworks including the Definition of Internal Auditing, Code of Ethics, and the International Standards for the Professional Practice of Internal Auditing (Standards) and any other relevant laws and regulations applicable to the Inxuba Yethemba Local Municipality.

KEY PERFORMANCE AREAS:

  • Objectives of Internal Audit Unit is to assist the municipality to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improving the effectiveness of risk management, control, and governance processes.
  • Internal Audit Activity (IAA) is required to develop the strategic and annual operational plans that are aligned to the strategic plans of the organisation.
  • Overall objective of Internal Audit is to ensure effective Audit and Corporate function that will result in improved compliance and clean administration.
  • To ensure that the Municipality operates free of anticipated risk of maladministration, fraud and corruption.

OVERVIEW:
The mandate of the Special Programmes Unit is to promote, facilitate, coordinate and monitor the realization of the rights of women, men, youth, children, senior citizens and people with disabilities.

OVERVIEW:

  • Responsible to perform functional support duties relating to Municipal Public accounts Committee responsibilities
  • Co-opt advisory support to the MPAC and section 79 committee as per Section 79 of structures Act,1998
  • Work with the committees to undertake investigation and compile oversight reports to enhance good governance, interrogates reports (A-G, Audit committee, annual reports and financial statements-AFS), interview stakeholders to gather information (e.g. Community members, municipal officials, Councillors
  • Controls and provides strategic and administrative support towards the key performance requirements for the promotion of municipal oversight and accountability.

  • Coordinates and implementing processes necessary to facilitate constituency and outreach programme development.
  • Coordinates specific administrative and reporting requirements associated with operational key performance and result indicators.
